I set those rules as a measure to prevent administrators abusing their blocking power, and because it is a requirement for wikis to have blocking rules as stated in the [[w:c:community:Wiki Rules and Blocking Policy|Wiki Rules and Blocking Policy]]. Blocks ''cannot'' be issued for the reasons you mentioned because that wouldn't be fair, especially if the user hasn't violated any rules.
